Link exchange is the popular method of increasing page rank and generating maximum incoming traffic. But generating enough links is not as easy as it seems. Well, what you said is true.
However it seems that there are people who thinks that link exchange is bad. I myself believe that if you do a proper link exchange, it will work.

contacting websites directly is useless now, forums produce soem link swaps without too much aggro.

If you frequent forums with the same interest, then you could check out the signatures and perhaps pm the user and request a link exchange? Ya, sending emails to the webmaster is virtually useless.

There are loads of link swap servicees out there, or you can even SEO a page for a link swap related to your catagory.

I THINK THREEWAY LINKING IS BEST

I also used 3-way link exchange before but having hard time getting link backs. Most of them wanted 2 way linking.

Well set up a 3 way using forums, just contact people on SEO forums.

I see why backlinks are so good though my site, I dugg like 1 page loads and loads of times and that was what 2 years ago now, and thats providing most of my traffic.
athough I just created a static page which is pulling in a few from google.
