Is this true?

Not exactly, its the PR passing through the anchor text, it can be internal or external, dosnt really matter.

I don't think this theory is true. It has been shown that a site with a lower pr can have more authority then sites with a high pr. The more authority sites you link to the more authority your site will gain but pr is not a good indicator.
