I don't think this theory is true. It has been shown that a site with a lower pr can have more authority then sites with a high pr. The more authority sites you link to the more authority your site will gain but pr is not a good indicator.

I agree with your strategy. When you look at your logs you will find yourself ranking for keywords that you never planned for. Instead of fighting everyone else for the same words it is usually easier to just get a little higher for the words you already rank for. I have no problem with that law. As stated in the article it is already to send unsolicited material of a pornnographic material over other media. The law should go further and make all spam a crime punishable by execution.
