The best way to get quality links is to create quality content - then blog it, submit to article sites, add to social bookmarks, blog reviews, blog commenting, submit to social news sites, submit to feed aggregators. Create the content and people will link back to you - with a thank you. What could be better!

Other than that you could submit to web directories, PR announce sites, industry specific sites etc.
