Its not possible set file permissions on files remotly using ftp under Windows, due to the way IIS works.

Very few companies offer control panels from your hosting solution to change permissions.

If you have direct access to your server, you can change them yourself but if you have a windows web host you will need to contact them and ask them to set the permissions for you.
