Why is this an issue appart from getting link partners?
the visible PR is only an indication.
And at the end of the day I would focus on getting a nice spread of good one way inbound PR links to both main site and deep linked pages as opposed to worrying about link exchanges and what your visible PR is.
The best think to do is check your logs and see what pages are getting a bit of traffic from the serps and any that need a boost, link to them.
