Depens on what you are talking about, if its websites then its normally 1.0 2.0 3.0, you dont really do something like 2.5 unless you do a redesign but keep half of the old layout, theme, design,etc
If its a Linux distro then its an estimate on how much work and how many steps you think it will be.
Its generally whatever you feel to be accurate.
