Essentially PR is a 0.1-.15 value that passes on 85-90% of its power through anchor text in order to make pages rank, the PR of a page is only important due to the PR getting multiplied by the anchor text values.
So you can have a page with a PR9 targeting a term and a load of onpage optimisation but unless that PR has passed through anchor text, its useless for that term.
So an outbound link with the correct anchor text can actually help you rank.
