I would put combinations of words that are in your title in your anchor text and related terms.
you can use google labs sets to find words that google thinks are related as well.
http://labs.google.com/setsHowever I would focus mainly on the words that are in your title, have both short and long combinations on different sites, and remember that google will not treat 200 links on one site the same as it would having a link on 200 sites.
Sitewide links will pass PR but your only really getting the anchor text power from one link.
plus its good to deeplink to inner pages if you can.
the trick is to keep it looking natural and focus on quality over quantity.

Plus its not really important for SEO any more but it can get you red flagged if you spam it.
You may want to limit it to around 50 characters or even strip it out.
