A webcam?
run a scan on the network, find active IPs, check open ports and connect using either a browser or appropriate software.
Generally if its stand alone there will be only one open port, if its connected to a PC thats a different story though, and you will need to hack one of the software packages accessing the webcam or install your own.
Normall on a stand alone and a few desktop ones its a web port. 80 or 8080 if its set up to be streamed.
