They are more concerned over the sheer side of pirate bay, you will find in the early days of bay they where being taken down a lot.
the main aim is to just scare the shit out of them before they grow at a size where earning the money from that site is well worth being raided for.

I would be more concerned over what data they have taken from the sites.
