I would agree with you except for one thing - the people who submit photos to these free stock exchanged are well aware of the rules and that they are submitting to a free category.  Many of the people who submit freebies also submit more professional stock images to sxc for selling them.

The freebie ones are quite often photos that wouldn't make it as a pro stock image.
