Reading it, the bill is just about creating and distributing hacker tools, it doesn't say anything about downloading/using.
I don't know anything in the UK which is created except on darknet it says kismac, which is for Mac so as long as this doesn't pass in the US then I would say its not such a bad thing as they produce the most tools.
So its find for us skiddies , not so good for the skiddies that want to learn though .
