if you test it in one area they'll all just relocate to a neighbouring area and get the council houses there. that'll be some votes lost for the program right there by the "vistimised" area's mps.

I'm also thinking making people homeless is not a good solution to any situation. You know beurocracys eventually at least 5% of people who can't work will be made homeless.
