Trace has an interesting point about people moving though.
Some people also are not quite what you would call mentally capable though.
And this will prevent you from getting a job in most cases.
I think a system of rewards and preventative measures combined would be a good idea.
In ireland there is a system where if your getting unemployment for 6 months you can keep your unemployment if you go back to university. I imagine a similar system where if you have been long term unemployed you get to keep it for a period after you get a job, and if you dont get a job your payments decrease.
And over here unemployment housing is subsidised so you get rent allowance and find your own place.
