This is not a hacker forum, its a internet security forum. The word hacker is no longer a definition for one kind of person, it can be seporated into a lot of names rainging from unethical to ethical.
The darksat forum provide the knowledge of ethical security experts, if you come on here asking how to hack myspace, I doubt anyone would give you the way in which you can do this its something you have to figure out on your own either by studying other malicious hackers which have done so or turn ethical stuff into unethical.
Their has been some things posted on here which can easily be used in unethical ways, but the idea is it is used in a educational way, ie it can be used to apply now security filters to your networks or even just for education if you plan on moving into that industry.
It is rare you will come across a black hat hacking forum, that are mostly cloaked from the majority of the internet, by finding these places it can normally be done by being a dedicated member of some security forums or just reading forums and finding links, so I wouldn't be worried about getting into trouble unless you are looking for it.
I have not known of anyone hiring hackers on this forum, but I'm not exactly a mod/admin so I wouldn't have a clue about these things, but their has not been any posts on the forum recruiting anyone, and if this happens anywhere you should consult someone about it, 1 rarely do you benefit from these types of recruitmenst you are mainly employed to be the, how would I say it erm... you would be their mainly to take the blame having your place raided and pigs up your ass for months on ends and you need a damn good lawyer.
The forum might be blocked by some filters I've hit a couple of filters because of the word 'hacking' being used on the forum, I haven't come across a filter which has actually blacklisted the forum, I can tell you for a fact though I've had people snooping my activitys online while on courses untill I hit the ssh tunnel which was only engaged for certain sites thanks to firefox plugins
