Cool, can also come under web2.0 the idea of building the site around the visitor/member.
You can do some basic things like build it around cookies not a good idea, or just do some basic arrays and dump the settings in a mySQL database.

So is this guy talking about a login system, like passwords and that or just a name and email login?
