Ping/IP conflict?

So say I have a firewall running on a computer blocking ping replies, does a ip conflicting use the same method of checking the IP address so if the firewall blocks ping attempts a ip conflict would not be noticed?

While I'm on the subject is their another way to check if a IP address is being used?

Hmmm...interesting question. I am also rather keen to know the answer but I guess it could depend on the firewall itself? Or it could just accept only the first IP address and ignore the 2nd same IP address?

Tried it out using some crappy firewall which blocked pings but when I caused a IP conflict it notified the machines.

Well  that esentially means you can scan through a firewall with that technique.
Only disadvantage is the person being scanned would be notified of the conflict, which is lousy for stealth but you could probably use it for a DOS attack if you wanted, although WinArpAttacker would be the best way.
You would probably have to use semi loose source trace routing though to get it to work through the net, or WinArpAttacker has an ipforward function.
