query identity from IP

I'm Marc, a security programmer/analyst for a small ISP
I'm specificly looking for a tool to get the remote user identity
from his/her IP, in the logs
I was looking at the logs
I could see IPs from server logs with which I query the IP from WHOIS IP which
returns only the ISP NOT the REAL remote user identity and/or adresse
ex: John Doe, 123 quiet street, small town, state, country
which ultimately is what I'm looking for.
I'v google'd a bit and from what I could read from sites/blogs/forums
I need a court order to the ISP in order to do that.
C'mon, there are plenty of tools on Internet, there MUST be an alternative way !
any ideas ?
