Title tag. Best and most powerful way to modify whichever keywords you want to help you rank.

Title tag is very powerfull, you can also try to cut down the length of your existing text without stripping out keywords if you want to increase your Keyword density.

Yes, it's very effective. I always try to change my title to the keyphrase which I am trying to rank.

Another technique is to run your body text through a keyword density analiser and use the keyword density to estimate what to put in the title tag.

Google says it doesn't look at keywords density now. It seems the main your keywords were put in the title,description,keywords tags and the body text as well. There are some tools to check relevance that tags to the body text

Actually they are looking more at related terms as opposed to pure keyword density, they also check density of actual keywords /stems and related terms after the nouns and verbs have been stripped out, they also check the noun and verb density to make sure the text is natural and not just stuffed with keywords.
What they mainly check though is that examples of they keyword exist in the body text, and they are giving more weight to other on page factors like title, header tags, etc.
Also KW density is also still a factor for MSN and yahoo.

From my experience, what Google says and what actually is happening aren't the same.
Links still works wonders. I have a few completely unique articles (I wrote it myself) that went into supplemental. Following the advice, I pointed some links to it and wow, went out of supplemental index.

The Extra Link power plus the fact that since your getting spidered more often means your chances of ranking & getting out of suplimental increase a lot.
However its always a combination of on page and off page.
Never just one on its own.
