So why would you use a DNS host?

is it a alternative to using a static ip?

Yeah if you have a non static IP you can set your DNS to your dynamic IP.
Plus a few other reasons.

One important reason to have control over your DNS is when you change webhost, there will be little (or even no) downtime because there is no need to wait till your DNS propagates. Subdomains can be configured easily as well.

And if your hosting company is pissing you off, you can switch hosts without having to deal with them.

Exactly.
And you can't point MX Records to IP addresses. It is not allowed according to some spec thingy.

DNS = Domain Name Service
Something like www.google.com and it relates to an IP address. Your webhost usually provides this service for you, so you don't need to really bother. However, if you are hoping for more control, you can do the hosting yourself. Control means that you can change webhost at anytime without any downtime when you wait for domain propagation which may take up to 72 hours. There are other advantages too.
However, the downside is you need to do more work.
