I need to know how to create a simple navbar for my site. At the time being all I really want or need is just one that includes links on the right hand side of my site pages. I would like to create a navbar so I can create new page links as I need them without having to add them to each page of my site.

I wasn't sure if I should use JavaScript Code, CSS, or What exactly. I have seen codes for navbars that use an unordered ("ul") code, but I really don't understand them very well. I have no clue how to go about designing them at all.

I recommend using Dreamweaver then.
You seem like you want to jump in the deep end, well doesn't everyone Grin.

I started out by modifying website designes I found over the internet.

I recommend learning XHTML first then moving on to CSS.

If you want to only modify one file i recommend using a PHP or ASP include.
Your webserver is probably Linux based so I would use PHP (assuming your host allows it)

PHP Example
http://www.tizag.com/phpT/include.php

ASP Example
http://www.w3schools.com/asp/asp_incfiles.asp

And for a nice menu example try this.

If you want to display them under each other remove " float: left;" from the CSS
