I think it depends on your site.
some sites keep visitors better than others, some sites rank better than others, SEO takes skill and a bit of luck.

Low cost external advertising is the most cost effective if targeted well, different advertising works better for different things.
EG a surfing site will get more visitors if you print off a couple of thousand fliers and stick them up in surf shops, however an IT security site will get more visitors by ranking in the serps for specific exploit info.
Know the market for your site and advertise accordingly.
