No, they are 2 fairly different beasts, NTFS is designed more with microsofts network heirarchy in mind, where as the EXT system is designed with the single technically proficient user who is admin of the machine they are running on in mind.
The EXT system is more advanced in a few different areas but NTFS is better in terms of network security.
