Or just create a normal jpg file, use a graphic editor to make it into a ico file. I think 16x16.

I don't really like making favicons in photoshop its over powered for a 16x16 picture.

You can use it as a custom icon for your website.
installing a new app for creating an icon seems like overkill to me.
I would go with the photoshop option.

or you can stick favicon.ico in the root folder of your site.
eg yoursite.com/favicon.ico
