How would you go about getting a forum running?

Depends, do you want to go for free forum hosting, get a paid hosting with forum software installed or install forum software on an existing hosting package?

In my case, im thinking to offer a get paid post contest to start pulling in huge amount of visitors. I just need to find some time to set things up.

depends what is your forum about...if the audience is formed by teens then myspace and hi5 are the solution...no doubts, if not you probably have to start with some paid posting and then some email marketing maybe! Or make some videos related to the subject and upload them to youtube and provide people a place to share opinions about that!

I've hit a hard market, I would use email marketing if the old customer list wasn't deleted! youtube, myspace and hi5(never heard of it) are a long way away from my audience.
I think I have to put it all down to SEO and some word of mouth.

A tech forum would be easy(er).
I've found 2 other forums related and they are dead.
