I have seen this work very well on some sites.
I even did it on one site I was seoing and the sitemap site came up very high in the serps.
Essentially you put a sitemap of your site on another website and point a load of links at it.
I saw one site that ranked well linking to the sitemap from the main site but i didnt bother with that, I just fired a load of directory submissions at it.
Sticking up a few sites like this linking to your main page is a very good way of improving your rankings, traffic and PR.

But wont google consider this as blackhat? I mean sitemaps are usually meant for easy navigation for that particular site, not other sites.

I would say as long as you dont link to the sitemap from your page, you should be fine.
I would call it greyhat myself.
