Is using very small fonts considered cloaking?

I saw a few users in other forums using vB having extremely small fonts that looks like dots.

Its not cloaking but it is spammy and considered Black/Dark Grey Hat.
if font resizeing is done with CSS its very hard for google to detect though.

Cloaking is when you deliver different content to the users and search engine robots.

And worse, I saw a site with a lot of keywords in the background. Done in CSS! And it looks like it's the background!

Sometimes that can work well.
Depends on how it is done though, sometimes its spammy, sometimes its classy.
I have seen one site that made a logo out of keywords and CSS, it looked fairly cool.
most of the time though it looks ugly and is very spammy.

Will they consider them as keyword spam or not?

hard to say without seeing the site.
If its done well it can be hard to detect.
if its done badly you can get knocked down in the serps.
depends on how it has been done.
