Yeah its fairly accurate.

Although actual page rank is different from visible page rank.

But from what I know, PR is not really much on an influence when it comes to SERPs, right? Especially for the past year or so.
So a PR 0 site can rank better than a PR5 site.

And PR9 site doesn't mean it is an authority site.

PR has been devalued but its still very important.
also a site may look like a PR0 but it may actually have a PR3 considering the visible page rank is only updated every few months.
and its really a combination of  PR and on page factors.

if you look in sitemaps you can see the amoutn fo your website's pages rated high, medium and low in PR.
