I guess you don't want to have too many outgoing links on your site. 

There are really a lot directories around, the point is to find free, high PR, no reciprocial links required and SEO friendly. The guy who built this directory list claims that all directories fulfill above requirements.

If you click PR on the top, directories will be listed from top down. One PR7 and 16 PR6 are listed.
I didn't like this list also, but then I saw how much effort the guy put in. He was running a contest, paying $10 to each one for 5 directories which meat above criteria.
